Oiling Congress: Windfall Revenues, Institutions, and Policy Change in the Long Run

Spanish; CastilianPresidents need to craft political support push through policy changes. But even when new policies are socially desirable, they not always politically feasible. This article shows that in resource-rich countries, presidents can use windfall revenues obtain for their agenda. Using Ecuador as a case study, I show oil and president-led changes have the same long-run trends (i.e. both variables co-integrated); government expenditures link change short run; more discretionary budget rules also increase In this country, produced only benefited from high revenues.
